FRIULI VENEZIA GIULIA FISHING LICENCE EXAMINATION

 

 

 

 

 

 

 

Pursuant to art. 27, paragraph 4 of R.L. no. 42/2017, the sports fishing licence is issued following the passing of an examination in which interested parties who, on the date set for the written test and regardless of their residence, are 13 years of age or older may enrol.

The fishing licence will be issued upon reaching the age of 14.

In order to take the examination, you must apply to the licensing offices physically or electronically, using the appropriate forms, which can be found in the right-hand menu under "forms" (form for candidates of age and form intended for candidates who are minors), filling them in appropriately and taking care to enclose all the required documentation.

The examination registration requirements

In order to register for the examination, it is necessary:

  • To be 13 years of age or older on the date set for the written test, as it is only on reaching the age of 14 that one can apply for a fishing licence.
  • To have submitted the application for admission to the examination to ETPI by the deadline and in the prescribed manner.

The terms and conditions for registering for the fishing licence examination

 

Registration to the examination must be made using the application form available for adult and minor candidates duly completed in full and accompanied by the required annexes.

The completed and signed application for admission to the examination can be sent by email to etpi@regione.fvg.it or by fax to (+39) 0432 551.299 or submitted at the Licensing Offices by the undersigned or by a third party by appointment. 

The application for admission is subject to payment of a stamp duty of € 16.00, which may be paid:

  • by means of an F23 form issued by the Agenzia delle Entrate, the partially pre-filled facsimile of which can be downloaded here.(for applications submitted by email). The amount due can be paid through common home banking channels or at any collection agents' counter, bank or post office.  Please note that the downloadable form is a facsimile that will have to be completed with the missing data, including in point 4. the personal details of the individual applying for the examination. Proof of payment of the stamp duty made with the F23 form must be attached to the admission form.
  • purchase of a paper revenue stamp of € 16.00 to be affixed in the space provided on the application form, the original of which must be handed in at the Licencing Offices.

Candidates who do not pass the examination, without submitting a new application, may participate in subsequent examination sessions within the same year by notifying ETPI via email. Candidates who did not pass the examination during the year may submit a new application to participate in the examination sessions held in the following year.

The ETPI may decide to set a limited number of admissible entries for certain examination sessions. In the event that the number of applications received exceeds the number of places available, the ETPI publishes on its website the list of candidates admitted to each examination session, according to the chronological order in which the applications are received.

If, after sending the application or delivering it to the licencing offices, the applicant receives no further communication from ETPI, the application is considered accepted and the registration for the requested date completed.

The deadline for submitting applications is set at three days in advance of the examination date. The examination session will take place if at least five applications have been received.

Examination subject matters

The examination subject matters cover the following topics:

  1. Elements of aquatic ecosystems: food chain, ecological pyramid, population structure and ecology, competition, predation and migration.
  2. Biology, ecology and recognition of the main autochthonous and allochthonous fish species in the inland waters of Friuli Venezia Giulia.
  3. Elements of fish management: releases, combating invasive alien species, land and waterway zoning, planning and management of harvesting.
  4. Sport fishing regulation.
  5. Main techniques, gear and bait used in fishing and rules of conduct.

The collection of exam questions

ETPI publishes in this section the lists of questions, divided by topic, used in the written test.
From these lists, which are periodically updated, the questions that will make up the examination paper administered to the candidates will be selected by means of an automated random extraction programme.

The calendar of examination sessions

The publication of the calendar has the value of a personal communication to the candidate.

Any changes to the date and time of the examinations and any organisational changes are published on the ETPI website or communicated personally at the request of the person concerned.

How the examination is conducted

The sport fishing licence examination consists of a written test, in the form of a quiz, with multiple-choice answers, and a possible interview, on the subjects listed under examination subject matters. The examination takes place in a public session before a Commission appointed by decree by the Director General of ETPI. The written test, lasting a maximum of sixty minutes, consists of a combination of forty questions, different for each candidate. Each question corresponds to three alternative answers, only one of which is correct. The questions are divided as follows:

  1. Seven questions on the aquatic ecosystems.
  2. Seven questions on the biology, ecology and recognition of the main fish species.
  3. Seven questions on the elements of fish management.
  4. Twelve questions concerning the discipline of sport fishing.
  5. Seven questions concerning techniques, gear, bait and rules of conduct.

Each correct answer is awarded two points; each incorrect answer is awarded zero points; each non-answer subtracts one point. The pass mark is achieved when seventy points are reached. Candidates scoring between sixty-two and sixty-nine points are admitted to an interview, lasting a maximum of fifteen minutes, to be held, if possible, on the same day as the written test. The candidate passes the interview if he/she demonstrates sufficient competence, in the opinion of the Commission, in the subjects being examined.

Outcome of the examination

The Examination Committee decides if each examined candidate has passed or failed the examination. The result is communicated to the candidate at the end of the test.

Fishing licence examination preparation courses run by sports clubs, associations and voluntary organisations

Sports clubs, associations and voluntary organisations on the list referred to in article 17(2) of Regional Law no. 42 of 1 December 2017 may organise preparatory courses for passing the examination. Participation in these courses awards six bonus points.

For the identification of the minimum criteria for the organisation of these courses and for further details, please refer to articles 5 and 6 of the Regulation on “Modalities for the issuance of the documents provided for the exercise of sport fishing in inland waters, in implementation of article 27 of Regional Law no. 42 of 1 December 2017 (Regional provisions for the management of fish resources in inland waters)' approved by Reg. Pres. Decree no.19 of 22/02/2021.

How to obtain a fishing licence after passing the examination

The ETPI issues the fishing licence in digital format following verification of successful completion of the examination and payment of the issuance costs and sends it by email to the address indicated by the applicant for delivery. Upon specific request and payment of the relevant fee (€ 10.00), the person concerned may request a print-out of the licence on plastic material.

The licence can only be issued after the age of 14.

How to pay the fishing licence fees

A candidate who passes the examination and is at least 14 years of age may obtain the FVG fishing licence by paying:

  • The cost of issuing the licence in the amount of € 25.00 via the pagoPA system, using the pre-printed form available at the ETPI Licencing Offices. The pagoPA payment can be made onlineor at banks and other operators participating in the initiative through the channels made available by them (such as: home banking, Bancomat, APP on smartphones or tablets, tellers, tobacconists, supermarkets, etc.), listed at pagopa.gov.it . The amount of € 25.00 may possibly be added to the yearly fishing fee, which amounts to € 70.00 from the age of 18 and € 15.00 for minors aged between 14 and 17;
  • Stamp duty of € 16.00, which can be paid by means of the F23 form of the Revenue Agency (Agenzia delle Entrate), the receipt for which must be sent by email to licenze@etpi.fvg.itor, upon purchase of the € 16.00 paper stamp, the original of which must be delivered to the Licencing Offices of ETPI.

The Sport Fishing Fee and Collection of the Annual Registrations Document (DRA)

Once a sport fishing licence has been acquired, it is necessary to pay the yearly fee.

The yearly fee is reserved for holders of a valid sports fishing licence issued in Friuli Venezia Giulia or in another Region of the Italian Republic after passing an examination or attending a course, and allows them to engage in sports fishing 16 days a month, under all fishing regimes until 31 December of the reference year. The yearly fee is € 60.00 for those aged 18 and over as of 1 January, € 15.00 for those aged between 14 and 17. You can pay the fee via the APPesca.fvg or with the pagoPA payment form pre-printed by the Licencing Offices or from the Issuing Points 

The fisher who has paid the annual fee can request the annual registration document, DRA, on which to record exits and catches, available in digital format through APPesca.fvg or in paper format by submitting, also via a third party or by post*, to the Licencing Offices or at the Issuing Points and Not the following:

 * If you request the paper DRA to be sent by post to ETPI, via Colugna 3, 33100 Udine, you will need to add € 8.00 for postal and secretarial expenses. ETPI will send the DRA by registered mail.

Ownership of the FVG sports fishing licence enables the purchase of the reduced intra-year fee (€ 16.00). For more information on fees, go to this page.

Licence application after obtaining the licence before the year 2022

Fishers who have obtained their FVG sport fishing licence under the regulations prior to the current one, i.e. by attending courses or passing the examination already provided for up to the year 2013, and have not yet submitted their application for a licence, must contact ETPI’s Licencing Offices for more information on how to obtain a licence and how to pay the relevant fees.
